I am not sure what rocket could have been used in which is breached 2 layers of hardened concrete. This looks more like an artillery shell impact. Qassam's have no way to penetrate concrete in this manner. Even the chinese made WS-1E would have a hard time doing so. But how would they have been shipped to Gaza by China who is the only country still using them? Both the Grad and WS-1E are nothing more than upgraded katyusha rockets. Which are generally poor and weak rockets.
