In most anime, the "yandere" character is in love with the main character and/or seems like a sweet person. Take Higurashi no Naku Koro Ni for example. "箭でレ" means "level in layer", which I guess is where the got the slang (not entirely sure on that). In this case, Miku is yandere and Rin is just a loli.
