the lone woman on a platform is a soloist, not a sign-conductor. The deaf dancers depend on the dancers in front or next to themselves. They use their excellent peripheral vision ability and rely on their own internal rhythm, which can be trained to be "unisono" with a set rhythm.

I think the director wanted to show the sign language performed by the dancers....if I directed this dance,I would have the dancers move around more, instead of standing in a circle, because in a stadium as big as the Bird's net,it looks much better to form some nice shape (as flower or star, etc), also it for the close up, I would show a screen on screen (a little square at the corner of the big screen for sign language close up).

you have to remember these dancers who perfomred so well have hearing disability or total deafness.. you cannot have them all spread out everywhere.. esp. in a huge stadium.. who would they follow.. they cannot hear the music.. I think they were grouped together so that they could follow and support each other.. and maybe follow the teachers' instructions around them.. and I think they performed extremely very well!!
