Australia has certain places where hunting for kangaroo's is prohibited.

thats the whole point of a sanctuary, hunting for whales outside the antartic sanctuary?--> no problem (as long as you stay to IWC's set quota.) Hunting for kangaroos outside a reserve? --> same thing.

CALM DOWN, PLEASE. Show me the proofs related with Japan totally controlling IWC. I think many countries is against Japan, Norway and so on. So it is impossible for whaling countries to control IWC.
