Yeah, not many people know about this movie since Filmation went out of buisness years ago. (This was one of their last movies) and Yes, Rickie Lee Jones is the voice/singing of the Fairy Godmother.

It is a truley epic film. Watching it again as an adult (I'm 23 now, I was 3 when I first saw this film, my Aunt bought it me from the bargain bin in a pound shop!) it is actually quite dark for a kids film.
