after i swapped the motor to a 3 wire and filled it up with fluid it went away. I think that sound is cavitation caused by low fluid level or a worn motor impeller. I somewhat doubt the later as i think it made the same sound when mounted on the transom. So what i'd do is try and put more fuild in, purge the air best you can and see if it goes away. If it doesn't, either live with it till the motor dies or swap the motor.
My motor is making the same noise. Did you ever find out what the problem was?
