The reason to increase the number of victim is this 1st tsunami, The film very beginning 0:30 shows the lots of debris swept aftermath of 1st tsunami arrived. So the lots of people thought the tsunami is over and they relived, and they left evacuation area and went back to the town to check their home or find their family. Then devastating higher 2nd tsunami hits the entire city and swept away everything. This is so sad.

津波が押し寄せる瞬間の映像は多く撮影されているのですが、津波が引いた後の街の様子はあまり記録に残っていません。直後の人々を撮った貴重な映像だと思います。

@MyKrembo この撮影数分前に第一波が通りを横断するのを遠くから見ましたが、猛スピードで茶色の水しぶきが駆けて行きました。さらに高台に逃げましたが、上昇が止まってから撮影を始めたのがこの様子です。現在、釜石市内も道路はほぼ全てガレキがなくなりましたが、その他の地域は少しずつ平面が広がっている段階で、まだ山積みになっているところが多いです。

@shinanomori 様 コメントありがとうございます。 そのとおりです。地震から津波の市街地到達まで30分以上の時間がありました。避難場所（やや高台）には結構な人とスタッフが集合していました。その間にも市街の低地に向かって国道から進入して行った車がいましたが、全てのみこまれたものと思われます。「慣れ」と「集団心理」（みんなが行くから大丈夫？）の二つが今回犠牲者がこんなに多くなった原因だと私は考えています。
