i use my gameshark to finish my pokedex and omg you can get deoxys in saphire and ruby because i have his data... i dont belive pokehex101 anymore but there has to be a way. i think you have to go to a special event at gamestop in 2003-2004 so thats my guest for how to get deoxys

It depends on the version... Latias is found in Sapphire randomly in the wild and Latios is in Ruby. The another dragon that's not available in your version is catchable at Southern Island with a promotional nintendo ticket (Eon Ticket)

It's not necessary... he said that training was necesary if you don't have the same amount of Rockets than level of Latias. I already have the same level and amount of rockets and it didn't work. It will never work anyways.
