as for pc version. you can do some thing similar to this by using console

call console command and click at npc then type "setav **** [number]" to change npc status.

for example click on adoring fan then.

setav confidence 100 - would make him never run away

setav aggression 100 - would make him attack everyone on sight.

you can also change npc health and attack and other status with this.

great video thanks made me laugh also like to add that NO RPG game can ever be better than oblivion game, Bethesda know how too do the best in RPGs, look at the size of the world on oblivion? its massive and its so free roaming, lots of quests beautifully enriched graphics...and to think it was made in 2006? i stand in awe at bethesda bless them...nothing can ever be better well maybe skyrim yes!! dragon age 2 ok but tiny world not many quests and limited weapons etc happy gaming all
