for a easy way to draw it, draw your avatar on a blank paper,upload it to your computer, save it in a folder,open up flash, go to file>open, then go to the folder you saved it in,then click open then there it is (you might need to have skills and might have to convert it do a format that the program accepts).

hm.check a couple things like :

-make sure all line connect each other

-make sure you you use paint bucket in the same layer you used for drawing

-change a paint bucket setting,at the bottom of the toolbar..

I've got the same problem, the paint bucket just won't fill when I use the Line Tool. But when I draw something with the brush it does work. Don't know what the problem is...
