They actually did know that the Japanese were gonna attack, they just weren't sure when it would happen. They received several warnings prior to the attack that warned of one. Both sides knew war was inevitable. A patrol even spotted about fifty Japanese planes and radioed it in. It got bounced around so much that it was too late. There were also American ships with radar tracking the Japanese fleet. An officer, however, ignored the fact that the ships had been off the map for about two weeks.

There were airplanes at Pearl Harbor, as others have said. The problem is that they were positioned close together on the ground and ammunition was locked up. This was because they knew there was a threat of attack. They intended to reduce the risk of sabotage. It ended up hurting them however. They could not get aircraft up in time because of how close they were. They were also made into easier targets for the Japanese pilots.
