This elevator has a machine room. The top floor doesn't house the control panel. Removing the old elevator doesn't mean demolishing the machinery room also. It can be refurbished to house the new powertrain.
Special technologies are required when dealing with the shaft top on installation of a machine-room-less lift. And the technolgies in installing conventional tractions have long been so popular that the costs incurred have been extremely low. Of course, conventional models are themselves cheaper than their MRL counterparts.

提起Fiam換OTIS,今日去咗北角渣華道33/35 號宏裕大廈原本係1966年Fiam,後來在2010年夏季安裝後開始運作(2008年9月所見,舊lift跟以下同款:v=LMVjDqsNVCk(不銹鋼內籠),新機機器號碼為B0173),事實上北角區用上六十年代Fiam機器帶動式已經全數消失(包括已清拆北角丹拿道警察宿舍,1961年單門),相信北角區Fiam只有油壓lift(城市花園商場-城市中心)同七十年代Fiam機器帶動式(北角中心大廈,已被翻新)
而隔離清華樓就用上1967年迅達AC/2配單門,可是機內按掣在九十年代初期被更換,另一部六十年代迅達單門位於英皇道630 號怡景大廈(1961年,在九十年代初期被翻新),而北角區內全部保留原裝設備的迅達AC/2配單門只得北角建明閣(1976年)

Interesting to note that this is a new elevator with a machine room, but even today, many standard traction elevators have the machine room.

That's simply the issue of capital. It still costs apparently less to acquire a conventional traction than its machine-room-less version.
