i'm sorry i can/'t classify Volcarona as a legendary. you get the pre evolve from in an egg from someone along route 17. even if you can walk up and interact to catch it, it's not that hard to catch. i used razor shell with my Samurott and then a net ball. it was really easy. not like catching the other legendaries.

@NeoUzzy I don't think TeraVolt works that way...I believe TeraVolt/TurboBlaze prevent ABILITIES from nullifying an attack. For example: Say I have a Zekrom using Wild Charge, for the sake of argument, against Electivire. Normally, Wild Charge would do nothing, except increase Electivire's Speed, thanks to its Motor Drive ability. However, TeraVolt says otherwise, and it'd still get hit normally. Same for Reshiram using Flamethrower on a Pokemon with Flash Fire, as another example.

They made Volcarona probably because they wanted a specially-oriented Bug-type that people would use. Remember that Pokémon was inspired by bug-collecting.
