That's the PokèRadar. You get it from Prof. Rowan after you complete the Sinnoh Pokèdex. After that you get the National Pokèdex too!

On my leaf green I had DItto in Cerulean Cavern transform into my blastoise level 55 Ditto and I had him in the red and paralyzed and wasn't able to catch him with 25 Ultra Balls. Why is he harder to catch than a legendary pokemon?
