REligion is inspired by God (HIgher power) - SO yes, it is 'made' by humna beings, however, it has doen so by 'spiritual guidance' of God and hopefully to share the goodness of God.
HUman beings are not perfect - hence nothing we make is perfect - but with God these things, including religion can become a share in HIs divinity here on earth :)
