This is the Little Lulu anime (aka Little Lulu to Chicchai Nakama, or "Little Lulu & Her Little Friends", in Japan). It was made in 1976 by Nippon Animation Company.
This is the fabled Little Lulu ANIME - originally titled "Little Lulu to Chicchai Nakama" (Little Lulu & Her Little Friends). It was made by the Nippon Animation studio and aired in Japan in 1976. ZIV International dubbed it into English. The HBO show was (I think) made by Cinar, a Canadian studio.

Was Miyazaki involved with this? The kids' smiles sometimes look like Totoro's and Little Lulu is a LOT like Satsuki and Annie's a lot like Mei! :)

Nope... but I'm half American so I managed to read a lot of the comics, had this version on tape, and read one of the original books by Marge.

I really am actually tempted to dress up as Little Lulu for Halloween. Too bad I live in England and no one knows who the hell she is.

Yeah, there have been three animated Lulus:
1. The Paramount series of short cartoons from 1943 to 1948
2. This Japanese version which was made between 1976 and 1978
3. The 1995 series which ran on HBO.
