i believe you need 2 programs, a modeler program and then program to use the models

To make videos like this you will need much more. Something to extract textures and meshes from a game. A 3D Modeler app + image editor to make the textures. Plugins for both apps to make them recognize the extracted files. Create the scenes in the 3D modeler then export to a movie maker app.
