It's called "State preemption". The cities can make no gun law that is more restrictive than the State law, and that is all that there is to it. They can go and suck on an egg, to put it politely.
Nickels lacks the authority to ban guns on city property. It doesn't really matter whether or not somebody thinks it's a good idea; the city simply can't do it.
