It was originally Balrog's name (might still be in Japan. The "M" stood for Mike, as in Mike Bison. Which rhymes with Mike Tyson, of course. Sadly, he's a jolly little rapist and it didn't look good for American audiences, so they changed the names around.

In the japanese version, where it's used to refer to Balrog the boxer, it means Mike, a parody of Mike Tyson. But when the names where shifted in the US version, the programmers deliberately omitted to specify what the M stood for, thus fuelling the mysterious side of the character.

Bison" was originally the black Boxer's name as a homage for certain Mike Tyson, but they had to change it for the US release to avoid legal action from the man himself. So they switched the names: Dictator was originally Vega, Bullfighter with claw was originally Balrog and Boxer was M. Bison. The US release switched Dictator into M. Bison, Bullfighter into Vega and Boxer into Balrog for this reason. I don't think the US "M." was ever given a meaning tho
