Like if you were to go on a special quest that would allow you to capture a monster so it would go somewhere that you can see the monsters behave when they're not beating the crap out of you, other than the ecologies. And I'm still not following the connection to Pokemon unless you count the spin-off whatever that hardly anyone cares about.

@Superpig123272 I believe it doesn't show up till you're actually ready to move to the next level. I might be mistaken, but if you have in fact beat ALL the missions, keep grinding until you get to 18. As always, reference the wiki (Town Quests, in your case).
