It is always risky saying how things should be; who ever designed the bike lane maybe, should have thought of fools and failsafe -and got video surveillance with license number plate recognition, etc.
It should be noted that NYC DOT vastly improved Grand St. for all users when a separated bike lane was installed in 2008. Now cars clearly have one through lane (in this video they even try to make 3 out of 1), designated turn bays, and cyclists are protected by parked cars.
Drivers seem considerably less aggressive and in the first 6 months, crashes have decreased by 30%.
