They wanted to insure security for the pipeline contstruction and the Taliban were the only ones who could provide it. Project stalled after Taliban started entertaining a better offer from Russia/Iran on the construction of a different pipline location. After we invaded Afghanistan, Karzai was "democratically" elected. What a coincidence!
