The first is an NPC from the Blades known as Dewey Decimal out in the middle of nowhere.

the reason the house is their is because in oblivion they randomly created the landscape. They did not hand create it. They created houses and dungeons and randomly mixed new ones. They must not have seen this house be spawned out in the middle of nowhere. However, they had to have placed Dewey Decimal where he is because they placed people in different places by hand. Another reason could be that the two people who made houses and people in oblivion could have done this as a joke.
