As a 2pac and Biggie fan who can use logic and common sense i'd have to disagree. The reason why 2pac's death was "shocking" was because it was one of the first times a celebrity died while being at the height of his career popularity wise and not from natural causes but from a drive-by. All of that elevated his success which happens anytime a celebrity passes away.

As far as personality we don't know but imo they both had personality and charisma both in different ways.
