The lady singing is the Goddess who is in the form of a Priestess (I think).
I don't speak any Indian languages, but from what I can tell by the copy of this film that I have (which has no subtitles)...One girl comes to the temple to worship the Goddess and her mother urges her to wear a sari of neem leaves. The girl refuses and as fate would have it her sari accidentally catches fire. She is then forced to wear the neem sari. The Goddess then sings a song about the virtues of wearing neem.

well...neem leaves has natural ability to treat and cure chicken pox which usually attacks around the hottest month which is Aadi month(an auspicious month for most Parvathy avatars in Tamil Nadu). SO its considered sacred as it heals thus used in daily worship of this goddess and revered by all. and yeah she was right, coz the mother vowed tat her daughter to wear neem leaves if she was cured frm some illness.
ok...why da hell do we eat Tulsi if its holy??? :P coz its "holy" rite...its da same concept. Wearing neem saree is suppose to appease the goddess and she is very fond of neem leaves and the trees. Seeing devotees claded in neem makes her feel happy. :)
