THAT... sounds like a bug. Or at least a major change in the game that isn't really in theme with the rest of moemon.

It might be a bad hack or other change in the game. Apparently there are easy editing methods for the older pokemon games cropping up, so it wouldn't surprise me if someone stuck it in for some reason.

You can probably catch and use her safely - it's just a change in the game other than the sprite swaps for most of moemon. I expect someone just hacked in Kabuto being fishable there; it shouldn't have any major effect on the game, it's just a change made to what's available where.

For that matter, the version I had included all three starter moemon being rare encounters in the first route, so it isn't unheard of... just unusual someone decided to add level 99 kabutos somewhere.
