Actually, it's what's called double meaning. Yes, i think most people who remember the book WHAT KATIE DID from childhood know that the overt reference in the title is from that. however the double meaning shouldn't be lost on most, especially he Mrs. brown reference (pete loves using 'brown' for dope). The song is SPECIFICALLY about Katie Lewis, his former junkie gf. And at the same time it's an ironic reference to a very innocent children's book.
