That scattered color glitch happens to me too. I have tracked the source of the problem and found it to be caused by Brotherhood of Steel Outcasts wandering the area. sometimes they have glitchy armor that causes those colors, which can often be seen from a long way off, and block your vision.

just head northof mdpl13 power station un til u start getting rads then head west or you can head north from minefield until u see an ailen body
