I don't think it really matters if historically we may not have worn kilts....at some point in history every tradition is started (when the first person wore a kilt did everyone who saw him say "what the hell are you thinking? We've never worn those before!!). If by wearing a kilt or cilt it helps a group relate to it;'s celtic identity then why not? I've seen marching bands in America and Australia wearing kilts who are not relating themselves specifically to Scotland.

The Gaels are considered Celts are they not? Gaelic for example is an Insular Celtic language that shared a common ancestor with Brythonic (aka the ancestor of Welsh). Therefore the Kilt is Celtic. Wales has strong links with the Gaels anyway; Gwynedd and Dyfed in Wales were colonised by the Gaels (inscriptions and old historical sources prove this), and although the Kilt was far less common in Wales than in Scotland, it could still be a part of Welsh culture.

The kilt is NOT celtic, the celts have NEVER been documented as wearing anything like the kilt.
The celts were recorded as wearing trousers and sometimes trousers with a cloak.
the kilt was developed in the late 15 century by the scots gaels and were only worn by the scots highlanders. lowland scots didnt even wear the kilt.
The welsh english, irish etc. have never worn the kilt.
