I maxed out heavy armor fairly quickly, by picking fights with the town guard. The individual perks I'm afraid I can't remember in detail, but any that boosted my armor percentage were always taken. I aimed to max out the smithing tree quickly as well, this is most easily achieved by buying lots of iron ingots and leather strips and crafting iron daggers at forges. In the smithing tree I took any perks that allowed me to greater improve armor and items, and the same thing with enchanting.
