Hm..I believe that in the wild, chinchillas and other similar animals will eat the placenta simply because leaving it behind would make it far easier for predators to find and kill both the mother and her babies, as well as a way to replenish nutrients after giving birth. In a domestic setting, it's unnecessary since there are both no predators and no danger of having trouble finding food.
@theysayimkennyful Thanks for the comments! Although the placenta is rich in nutrients and protein, chinchillas are vegetarians, and may have problems if they eat too much of the placenta. As for the wood shavings, they are safe, however I agree it is important to maintain a clean cage, especially with the newborns!

@JakesterJung The two pieces of flesh are the placentas, the mom delivers one for each baby that is born. The mom cleans and dries the babies, although with larger litters sometimes you have to step in to help her.
