Simple answer. These are cirrus clouds. High altitude clouds that unlike cumulus clouds are composed of ice particles instead of water-vapor. If you fly at 10km altitude (about 30.000 feet) you will see two layers of clouds. the Cumulus under you and the cirrus above you.

Earthquake Clouds.

Same clouds as you will see to the left of Baja and Chile when earthquakes are happening or about to happen. There are two types-

those that look like cotton balls and those

that look similar to ripples in water. Kind of like clouds in lines.
