There is an easier way to drown your sims in sims 1. First, make sure your sims energy level is very low. Second, make a pool. Lastly, go into build mode, press ctrl+c+shift and type in move_objects on. Drag your sim into the water and it will die very shortly if you made sure his/her energy bar is very low or empty.
