Well I actually ment you can use a chopper to fly to the boat because you die if you get in the pool and get off the chopper and go down the stars to see his boat. Incase you ment you had to find away of shoving a chopper in his boat.

I just like gauking at Colonel Cortez's Boat. You can also use a chopper to go on his boat AND go inside it. Accept not alot can be done inside it.
This is before the mission "ALL HANDS ON DECK". Have fun exploring XD.
