It's called Visual Kei (VK) where Japanese music stars dress in heavy make up and sometime feminine clothes, VERY VERY similar to America's Glam Rock, if anything Japans just emulating this American genre, so really the Americans would be just as if not weirder for starting such a thing. But either way both American and Japanese Glam Rock or Visual Kei kicks ass so why complain?
