Just take an helicopter or enter this cheat on yyour cellphone to get one: 3595550100

Then you should be able to get on it and go flying to happiness statue.

When you get there go walking to the last floor and look for a door that has 2 plaques on either sides: no hidden content this way.

Walk through that door, climb up the ladder and: TADA

at the bottom of your map where you first start the game there are two L-Shaped platt forms. the one facing right has helicopters there. go there grab a helicopter and fly to lady liberty on the alone single island.

fly a helicopter right next to liberty statue thing, then jump out, make sure to land on the side, if your in the right area you should see a small sign that says no hidden content in here. yeah...
