What is wrong with "double negetives"? You could have said, "I have always been paid back", but that would have been sooo simplistic. By saying "Never not been paid back", you stimulate the listeners mind ever so slightly by A) Having them recognize the error in grammar, and B) Having them realize, it is still a concise and accurate statement despite grammar. It just takes a little more thought to devine the actual meaning. Very little, but it is still more mentally stimulating, thus, GOOD.

I feel like we as a community should have a discussion about the high interest rates micro-financing institutions (including Kiva) demand from the people Nerdfighteria has been lending to. I learnt from Shawn (of the Uncultured Project)'s tweets that it's led to a sort of "suicide epidemic" in India because people can't pay back their loans and now I'm questioning if we should really be wholeheartedly supporting the system.
