Yes I noticed that too. Probably this is the only skit where the thunder and lightening came without "The Count" laughing. I wonder if "The Count" controls the thunder and lightening himself where his laughing has nothing to do with it. I think I have seen some Sesame Street skits with "The Count" laughing after counting where no thunder and lightening came.
I might be wrong but, I think this skit was probably filmed before the year 2002 because during the year 2002-present, Count Von Count has his own skit on Sesame Street where he gets to find out the number of the day in his castle on his pipe organ. So ever since the year 2002-present as soon as Count Von Count found the number of the day on his pipe organ, no thunder and lightening came but, before the year 2002, there was always thunder and lightening after Count Von Count counted.
There is still thunder and lightning when Count von Count would do his counting bit. They brought it back around 2005. Fact is, in one episode where he did it, and the thunder and lightning went off, Chris (the new human character) asked "Are we expecting rain?"
