No, you dont seem to understand. Yes, he did say China, and no that wasnt a mistake. Its called implied speech. Some things have 2 meanings. "China" means Chinese people, and it also means China government. It depends on what text it is used in. You will learn this after you finish school and get an education. Don't take things so literal, or you will have many problems understanding things in life. He doesnt have to say "CCP", because he was already on the subject of Chinese Government.
