You can get Zanon in Gongos and Reinhart's campaign. But yes I wish he was a playable lord, you kind of get the feeling they may have originally intended for him to be playable, but may have ran out of time etc.

You mean as a main character(like the members of the Dragon Force) or simply recruitable?
