Most DEFINITELY an obstruction call on the defender. The defender while simply taking his postion is fine looks to be deliberately dragging his legs / knees to obstruct the offensive player. The offensive player is actually looking to make a maneuver around the defender but can't get through due the the flailing legs.
In my humble view it starts off as a legal position as the attacker halts forward progress, but then the defender becomes an arse and uses his legs to obstruct. A puck in the goolies would have been my first thought as an attacker ;)
if i was attacking i would get pretty pissed off if the defender put his feet into me. but my defencive side says that i take my space in the water and i shouldn't have to get out of the way just because someone has the puck. also thats the point of being a defender to stop the attackers move towards the goal. ultimately i would have to say that it should be legal to do this because the attacker is not sandwiched and can swim around if he needs to
