It must be added that Hillel did not AMEND the Mosaic Law. That is forbidden. He did find a legal loophole, by transforming a PRIVATE loan into a GOVERNMENT loan, which was not cancelable in the Sabbatical Year. The original practice actually worked for over 400 years, from the time of King Solomon till the Babylonian Exile. Quite a remarkable degree of trust between Jews in those days!
