You forget that Finland was under the rule of the Tsar, and nobody else.
-Finland was autonomous and Russians apart from one man, had no say-so with anything in Finland.
Soviet demands were poorly veiled attempt to compleatly dominate the coming invasion and annexation.
-Demands would have effectively made Finland impossible to defend.
-Such demands were sent to Baltics aswell, and whent the time to annex them came, the strategic situation was impossible for the Balts.

-We know all the men who fell during the Winter war, just to give an example.

Reds which escaped to SU, fought against White Generals in the st.Petersburg area, but mostly the reds were killed in the Stalins purges.
-Of these, only a small percentage survived. They few of these men were used to create puppet-goverment during Winter War.
-Otto Ville Kuusinen's red goverment would have been the puppet rulers of finland after the annexation.
