I suppose the SSJ modes are something all Saiyans can do under the right circumstances, however, the Legend of the Super Saiyan may actually refer to someone like Broly - A Saiyan that is able to tap into their power even as a baby, and even has most of it from birth, even being able to ascend to a form of Super Saiyan not normally attainable.

Which brings up this - What happened to Broly's tail? Noone ever says they cut it off.... and he never went Great ape.
