Also, you got the first part right, do it on paper, thats the way it was created, thats the way to do it.

Try..... folding the puzzle so the houses and utilities stack. no lines to cross, and you just stick a pin through the whole thing. thats the only acceptable answer......

First solution: Geez, I'd love having a gas pipeline in my doorway preventing my door and window from closing, meaning I am vulnerable to criminals. I sue you 2mil.

Second solution: Well, the rule is you can't do anything to the paper, but the puzzle itself is stupid because there are pipes that have an angle other than 180 degrees, allowing the gas to go under the electricity. I'd give you a $10 tip for doing that.
