@SerenityRebel Yeah I know where you coming from but in that moment, the cop probably acts purely on training instincts which is to cuff, and restrain the guy. I think with the big chase (in which the fool endangered so many ppl's lives), and the guy's persistent to escape, the cop's main focus was to stop him from running. Either way I think both approaching cautiously and immediate restraint is right, but I in no way think of him as a "poor guy".
