I think you use fuel level sensor that output is resistance correspond fuel level,than use voltage across resister to input the lm3914

Hi, I'd recommend using the LM3915 next time, this chip has a linear reference voltage,and the LM3915 is logarithmic, like human hearing.

Wondering if maybe you would do better with a little peak delay in that circuit! Seems to just bounce up and down, and does not seem to linger on the peaks at all! ?
