Kopete doesn't have an IRC option. I don't know how yours does... Plus the video is too small to be of any use to see what you are doing and typing in.

@xdunlapx Kopete does have IRC as one of the supported protocols.
Check the KDE SVN for kopete under protocols folder and you will see it exists there.
If I remember it right, this video was from KDE3.9 on Slackware 12. I am using KDE4.7.2 and it's still there.
