No, you can't, need to jailbreak, dunno if the iPod i jailbreakeable now, I don't have it by now :'(

yeah the ipod is jailbreakable still but now u have to use cydia and installer is being discontinued i miss the good ol days with installer and ipodtouchmaster

You need to connect the iPod to a Wireless Network, if you know some about wireless network, create a Ad-Hoc connection. Connect the iPod and the iPod will receive a IP Address.
