Harleys are unbelievably loud even at idle and shouldn't be allowed into NZ. If bike and car enthusiasts kept the noise down not many people would care about them. I can hear modified cars at 5am hundreds of metres away.

Nothing has to be loud. The problem is that its legal. Western Springs has a limit of about 85dB (which seems a bit harsh considering it must have been there for ages and if you don't like it you can live elsewhere) and Harleys are over 100 stock unless I've got my facts wrong.

A years membership at the Canterbury Car Club is NOT expensive. Ring them and check the price. If you want to drift round the corners that's up to you. If you don't get in anyone's way why would they object ? They would probably think its pretty funny that you can afford to burn up your tyres so quickly.

Rally guys have been drifting their cars around hard tracks for decades. Drifting isn't new.
When you are a member of the CCC you can go out on club days probably for free

But the nearest track from here (rotorua) is the taupo raceway which is about an hour away and costs aprox 120 buks a day on the few days it is open. I ( and many others) need somwere close cheep open at all hours that you can just drive up any time anyday in any car and have some good clean fun.
Membership is cheap and they have club days and dual sprints. Being a member is the way to go. They have a contact page where you can probably email them for more details.
You can't expect them to offer the track dirt cheap to non-members as they have to maintain the track and crashes can damage stuff.
Its sounds like you need to move closer to a track. Maybe there is a car club in Rotorua that has events

I've never had a ticket or been stopped for speeding in NZ. In the US I was stopped on my 2nd day, but he let me off as I had my parents with me.
In the US you can get busted for doing 1mph over the limit. In some places everyone was doing 30mph. A bit different to NZ.
I know of people who've got away with heaps of stuff in NZ. So I don't think things are tough here.

Cars are dirt cheap now. In about 1983 I can remember seeing an old Datsun 120Y with 140k on it (which means its stuffed) selling for $5000 at my local car yard. That's serious money in 2011 if you adjust it for inflation.

You throw around the label of boy racer around too much. Most of us are car enthusiasts and won't even consider speeding on a street, it's just a minority that are idiotic that do it and let us down, but it's not just boy racers, theres bad drivers everywhere.
Cars are a passion, it's our hobby, and we love it, you can't get us away from cars.
I think the council needs to seriously consider building more tracks, or holding more track days at the track we have now, give the kids a place to go...
